Prohibits the relocation, removal, alteration, renaming, or rededication of any statues, monuments, memorials, or nameplates on state or local public property unless specifically authorized by an act of the Mississippi Legislature

Expands protections beyond military-related monuments to cover any items dedicated to historical figures, events, or organizations

Removes the existing exception that previously allowed local governing bodies to move monuments for preservation, protection, care, repair, or restoration purposes

Maintains the exception for items on Mississippi Transportation Commission property that may interfere with construction, maintenance, or operation of public transportation facilities

Amends Section 55-15-81 of the Mississippi Code of 1972, centralizing authority over monument decisions with the state legislature rather than local governments
