Revises State Public Defender qualifications to require eligibility as trial or appellate counsel in death penalty cases (previously required both), while maintaining the 5-year criminal law experience requirement

Authorizes the State Public Defender to solicit and accept money, gifts, grants, or services from public or private sources to fund office operations

Expands the State Public Defender's authority to represent indigent persons in criminal and youth court matters where there is a constitutional right to appointed counsel, not just in abuse/neglect and termination of parental rights cases

Terminates the Capital Defense Counsel Fund as a special fund in the State Treasury and removes provisions allowing fund transfers between various funding sources

Requires the Administrative Office of Courts to provide the Office of the State Public Defender with read-only access to the Mississippi Youth Court Information Delivery System (MYCIDS)
