Specifies acceptable documents for proving Mississippi residency, including utility bills, bank statements, employer verification, insurance policies, vehicle registration, tax forms, lease agreements, or foreign government-issued photo ID

Creates a "certificate for driving" for individuals whose presence in the U.S. is federally authorized for a specific period, valid only during their authorized stay (1-5 years), and for persons with disabilities who pass the driving test but not the written test (valid 4 years, restricted to travel to/from work)

Certificates for driving must be clearly distinguishable from driver's licenses and marked "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION"
