Reconstitutes the Mississippi Charter School Authorizer Board before July 1, 2021, with staggered terms of 1-3 years for initial reappointments based on Supreme Court District, followed by 3-year terms thereafter

Requires the Legislature to annually appropriate funds and allocate positions to the Charter School Authorizer Board, which currently receives up to 3% of per-pupil allocations from charter schools it authorizes

Mandates the Charter School Authorizer Board and State Department of Education develop a formula ensuring equitable pro rata distribution of local ad valorem tax funds between school districts and charter schools

Requires local ad valorem payments to charter schools be reconciled and adjusted annually in the same manner as Adequate Education Program payments

Requires any changes to the funding formula be reported to the House and Senate Education Committees and the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER)
