Removes the "first offender" restriction for misdemeanor expungement, allowing individuals with prior convictions to petition for expungement of non-traffic misdemeanors

Allows expungement of up to two felony convictions if the person has remained felony-free for at least 10 years after completing all sentence terms and paying all fines and court costs

Allows expungement of up to three felony convictions if the person has remained felony-free for at least 15 years after completing all sentence terms and paying all fines and court costs

Maintains existing exclusions from felony expungement including crimes of violence, first-degree arson, drug trafficking, third/fourth DUI offenses, felon in possession of firearm, sex offender registration violations, voyeurism, witness intimidation, vulnerable person abuse, and embezzlement

Effective date of July 1, 2021
