Prohibits elected and appointed state officers from visually or audibly participating in public advertisements funded, in whole or in part, by legislative appropriations.

Prohibits participation includes appearing in still or motion images in the advertisement or having the officer's voice used in any advertising medium.

Applies to all forms of public communication including television, radio, internet, film, newspaper, periodical, direct mail, and outdoor advertising.

Allows officers to participate in developing, planning, and implementing advertisements funded by legislative appropriations as long as their image or voice does not appear in the final advertisement presented to the public.

Takes effect July 1, 2021.
