Requires licensing authorities to use a "clear and convincing" standard of proof and prohibits the use of vague terms like "moral turpitude," "any felony," or "good character" in licensing qualifications

Allows individuals with criminal records to petition any licensing authority for a determination of eligibility for $25 or less, with a response required within 30 days, and places the burden of proof on the licensing authority to show the criminal record relates to the occupation
