Returns the Mississippi Workers' Compensation Commission from General Fund appropriations to self-funding through a special Administrative Expense Fund in the State Treasury, effective July 1, 2021

Establishes that insurance carriers and self-insurers will be assessed $250 each plus a prorated amount based on their gross claims for compensation and medical services paid during the preceding year

Requires carriers and self-insurers to file annual statements by March 1 showing gross claims paid, with a $20 per day penalty for late filing

Removes the Workers' Compensation Commission from the list of agencies required to be funded by General Fund appropriations under Section 27-104-205

Repeals Section 71-3-100, which required all commission funds to be deposited into the State General Fund, and allows unexpended Administrative Expense Fund balances to carry forward without lapsing
