Protects bidder confidential and proprietary information from disclosure outside the agency, governing authority, or construction manager without prior written consent.

Creates the "Comprehensive Career and Technical Education Reform (CCATER) Act" requiring school districts to notify middle and junior high students of available career technical education pathways.

Requires all students to take the ACT WorkKeys Assessment in 9th, 10th, or 11th grade (as determined by school district) and includes WorkKeys performance in school accreditation ratings weighted equally with standard ACT Assessment results.
