Establishes that parties adversely affected by final agency action on professional licenses are entitled to judicial review in chancery court within 30 days, with appeals filed in either the appellant's county of residence or Hinds County First Judicial District

Grants automatic supersedeas (stay of enforcement) as a matter of right when an agency decision suspends or revokes a professional license, unless a court determines the stay would pose probable danger to public health, safety, or welfare

Authorizes reviewing courts to order agency action, set aside agency decisions, remand cases, or provide other relief when findings lack substantial evidence, involve procedural errors, or reflect erroneous interpretations of law

Amends over 40 sections of Mississippi Code governing various professional licensing boards (including architects, dentists, nurses, pharmacists, physicians, engineers, and contractors) to conform appeal procedures to the new standardized judicial review process

Requires courts to affirm agency actions unless specific grounds for reversal are found, including lack of substantial evidence, arbitrary or capricious decisions, violations of statutory or constitutional rights, or actions beyond the agency's authority
