• Establishes a unified judicial review process for parties adversely affected by final agency action, allowing appeals in either the appellant's home county chancery court or Hinds County Chancery Court within 30 days.

• Grants automatic supersedeas (stay of enforcement) as a matter of right when a professional license suspension or revocation is appealed, unless a court determines the stay would create probable danger to public health, safety, or welfare.

• Defines standards for court review of agency decisions, including authority to order agency action, set aside decisions, remand cases, or decide rights between parties based on findings of competent evidence and legal authority.

• Amends 47 sections of Mississippi Code across multiple licensing boards (architecture, engineering, dentistry, nursing, psychology, pharmacy, and others) to conform appeal procedures to the new unified judicial review framework.

• Takes effect July 1, 2021.
