Requires all nursing home owners/operators to purchase and maintain at least $1,000,000 in liability insurance per facility, covering each resident per occurrence of negligence

Defines "nursing home" broadly to include personal care homes, assisted living facilities, retirement homes, hospice care services, home health services, and long-term care facilities

Mandates written disclosure to patients at contract signing regarding whether the facility carries liability insurance, with disclosure in boldfaced, conspicuous type and prominently displayed in facilities

Prohibits establishment or operation of nursing homes without providing proof of liability insurance to the State Department of Health

Authorizes the State Department of Health to suspend or revoke licenses for facilities that violate the insurance requirements, effective July 1, 2021
