Prohibits municipal governing authorities from restricting the exercise of free speech or other fundamental rights in the immediate vicinity of medical facilities, hospitals, clinics, or other health care facilities without prior legislative approval.

Applies retroactively to any municipal orders, resolutions, or ordinances adopted before July 1, 2021 that attempted to regulate free speech or fundamental rights near health care facilities, rendering them void unless approved by the Legislature or authorized by another state statute.

Amends Mississippi Code sections 21-17-5, 21-19-15, and 21-37-3 to add this restriction on municipal authority across multiple areas of municipal governance and police regulations.

Takes effect July 1, 2021.
