Creates a new "charter vessel operator's permit" allowing holders to sell and serve alcoholic beverages to passengers during public tours, historical tours, ecological tours, and sunset cruises.

Defines a charter vessel operator as a common carrier certified to carry at least 49 passengers, operating only in Mississippi waters south of Interstate-10 in the three most southern counties, extending not more than one mile south of those counties.

Limits alcoholic beverage sales under the permit to passengers aboard the charter vessel for consumption during the authorized tours and cruises only.

Establishes an annual privilege license tax of $100.00 for the charter vessel operator's permit under Section 27-71-5 of Mississippi Code.

Takes effect July 1, 2021.
