Allows student athletes at Mississippi postsecondary institutions to earn compensation for use of their name, image, and likeness (NIL) without losing scholarship eligibility, effective January 1, 2025

Prohibits institutions and athletic associations (including the NCAA) from preventing students from earning NIL compensation or obtaining professional representation from state-licensed agents and attorneys

Creates a Mississippi-based National Junior College Athletic Association Working Group to study NIL policies for community college athletes, with appointments due by July 1, 2022, and a report due by July 1, 2023

Requires institutions to post and distribute notices to student athletes detailing their rights under Title IX and the Clery Act, along with concussion protocols and contact information for filing complaints

Prohibits retaliation against student athletes for filing complaints or reporting violations, including loss of scholarships, meal benefits, or housing, and bars NIL contracts that conflict with team contracts
