Adds the killing of a utility worker to the list of offenses qualifying as capital murder under Mississippi law, effective July 1, 2021

Requires that the killing occur while the utility worker is acting in their official capacity and that the perpetrator knew the victim was a utility worker

Defines "utility worker" as any person employed by, providing service for, or contracted by a public utility, including municipal, county, or state-owned utilities and public utility districts
