Creates the "Comprehensive Career and Technical Education Reform (CCATER) Act" requiring school districts to notify all incoming middle school and junior high students about available career technical education pathways, course requirements, and enrollment procedures

Expands the expert citizen-teacher license from one year to five years for career technical education instructors, requiring only a high school diploma, industry-recognized certification, and five years of relevant experience rather than an associate or bachelor's degree

Requires administration of the ACT WorkKeys Assessment to students electing to take it, with individual school districts determining whether it is given in ninth, tenth, or eleventh grade

Adds ACT WorkKeys Assessment performance to the school accountability rating system, weighted equally with the standard ACT Assessment, with Silver Status earning equivalent points for college and career readiness calculations

Mandates all educator preparation programs include Praxis Core Academic Skills for Educators examination and Praxis II examination preparatory review courses beginning with the 2021-2022 academic year
