Exempts "growth and prosperity counties" designated by the Mississippi Development Authority from the state's Health Care Certificate of Need (CON) laws, allowing healthcare facilities to expand without CON approval in those counties.

Creates two versions of multiple healthcare licensing and regulatory statutes (Sections 2-22) that apply conditionally based on whether a county has CON exemption status.

Brings forward Sections 57-80-5, 57-80-7, and 57-80-9 establishing criteria for counties to qualify as "growth and prosperity counties" based on unemployment rates and poverty levels.

Removes references to CON requirements in various healthcare facility licensing provisions (home health agencies, ambulatory surgical facilities, birthing centers, nursing facilities) for exempt counties while maintaining full CON requirements in non-exempt counties.

Effective date is July 1, 2021.
