Creates an exception to Mississippi's moratorium on issuing certificates of need (CON) for home health agencies, allowing the State Department of Health to issue up to 5 CON to recipients of the 5 new hospice licenses issued under Section 41-85-7(3)

Authorizes these hospice licensees to provide home health services to three categories of patients: persons of any age eligible for home health services with a focus on pediatric patients, persons who were initially eligible for hospice but later became ineligible, and persons referred for palliative care but not eligible for hospice

Amends Section 41-7-191 of the Mississippi Code of 1972, which governs certificate of need requirements for health care facilities

Effective date of July 1, 2021
