Removes specific health care services (open-heart surgery, cardiac catheterization, psychiatric services, chemical dependency services, radiation therapy, diagnostic imaging, nursing home care, home health services, ambulatory surgical services, magnetic resonance imaging, long-term care hospital services, and positron emission tomography) from certificate of need requirements.

Removes major medical equipment acquisitions from certificate of need requirements, with limited exceptions for equipment replacing existing services.

Eliminates certificate of need requirements for relocation of health services and changes of ownership of existing health care facilities.

Maintains certificate of need requirements only for construction of new health care facilities, relocation of facilities beyond 5,280 feet, changes in bed complement, and contracting arrangements between health care facilities.

Updates definitions and terminology throughout the Certificate of Need Law to align with the narrowed scope of required reviews, effective July 1, 2021.
