House Bill 1311 Summary

• Requires law enforcement executing warrants at residences to provide notice of identity, authority, and purpose before entering, and to read and provide a copy of the warrant to the person being searched or arrested

• Limits issuance of no-knock warrants to county court, chancery court, circuit court, or Mississippi Supreme Court justices only

• Removes repealed provisions regarding no-knock warrants from Section 41-29-157 and amends numerous sections of Mississippi Code to conform all arrest and warrant execution procedures to these new notice requirements

• Applies the notice and warrant execution requirements statewide across all law enforcement agencies, domestic violence arrests, and specialized investigative units

• Takes effect July 1, 2021
