Removes threading from the definitions of "cosmetology" and "esthetics" under state cosmetology licensure law.

Defines "makeup artistry" as applying cosmetic preparations and makeup for compensation, including services for weddings, social events, photoshoots, theatre, television, film, and fashion.

Exempts makeup artistry from state Board of Cosmetology regulation when practiced alone without other cosmetology or esthetic services.

Prohibits unlicensed persons from practicing hair braiding and makeup artistry in licensed salons.

Effective date: July 1, 2021.
