Amends Section 33-15-11 of the Mississippi Code to modify the Governor's emergency authority regarding utility shutoffs during disasters or emergencies.

Allows the Governor to authorize local governing authorities to suspend water, electric, sewer, and natural gas shutoffs during emergencies at the discretion of each local authority.

Explicitly prohibits the Governor from requiring local governing authorities to suspend utility shutoffs; any suspension decision rests solely with local authorities.

Takes effect immediately upon passage.
