Amends Mississippi's participation in the Compact for a Balanced Budget to increase the state's delegate representation from one to three delegates at the convention.

Changes delegate composition to include the Governor, Speaker of the House, and President of the Senate (or their designees), with decisions made by majority vote of the delegation rather than a single chief executive officer.

Extends the sunset provision terminating the compact from seven years after the first state enacts it to April 12, 2031.

Maintains the compact's purpose of applying to Congress for a convention to propose a Balanced Budget Amendment to the U.S. Constitution, with strict limitations on convention proceedings and delegate authority.

Establishes the Compact Commission to coordinate member state participation and oversee convention logistics while prohibiting the convention from considering any amendments other than the Balanced Budget Amendment.
