Mandates registration of all golf carts and low-speed vehicles with the town, with owners receiving a registration decal valid for the duration of ownership.

Allows the town to establish a registration fee by ordinance, with fees deposited into the municipal general fund.

Authorizes the governing authorities to revoke permission for golf cart and low-speed vehicle operation at any time and to attach conditions to the authorization.
