Authorizes issuance of up to $1,200,000 in state general obligation bonds to assist Rankin County, Mississippi, with the Andrew Chapel Road Improvement Project

Creates the "2021 Rankin County - Andrew Chapel Road Improvement Project Fund" within the State Treasury to receive bond proceeds, with funds used for construction, right-of-way acquisition, and utilities relocation

Bonds must be issued by July 1, 2025 and mature within 25 years from date of issue, with interest rates not exceeding statutory limits

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation

Department of Finance and Administration has discretion over disbursement of funds, with any remaining amounts after project completion applied to bond debt service
