Authorizes issuance of up to $5,500,000 in state general obligation bonds to fund indoor hydroponic facility construction and equipment costs

Creates the "2021 Hydroponic Facilities Project Fund" within the State Treasury, with unexpended amounts carrying over between fiscal years

Eligible projects must be located in counties with population under 10,000, where at least 80% of residents are African-American and at least 30% live at or below the federal poverty level

Projects must begin construction by January 1, 2022, and create at least 30 direct jobs and 20 indirect jobs by July 1, 2022

Bonds mature within 25 years, cannot be issued after July 1, 2025, and are backed by the full faith and credit of the State of Mississippi
