Creates the "2021 West Jackson County Utility District I-10 Corridor Water/Sewer Infrastructure Fund" in the State Treasury to hold and disburse bond proceeds

Bonds must be issued by July 1, 2025 and mature within 25 years from date of issue, with interest payable semiannually or annually

Pledges the full faith and credit of the State of Mississippi to repay the bonds, making them general obligations of the state

Exempts the bonds and income from them from all state taxation, and designates them as legal investments for trustees, fiduciaries, and financial institutions
