Establishes performance targets including 410 examinations given, 1-day average processing time for in-state licenses, and 3-day average processing time for out-of-state licenses

Restricts salary increases and position promotions unless approved by the State Personnel Board or authorized by the Legislature, with monthly reporting requirements for approved exceptions
