Appropriates $829,606 in special funds to the State Board of Cosmetology for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Authorizes 13 permanent full-time positions for the board

Prohibits the board from issuing wigology licenses and requires allowing wig specialists licensed before July 1, 2014 to continue practicing under previous statutory requirements

Limits the board to meeting no more than 62 days per year

Establishes performance targets including testing 720 students, inspecting 100% of salons and schools, processing all completed applications within 10 business days, and resolving 100% of complaints within six months
