Authorizes 28 permanent full-time positions for the agency

Allocates up to $500,000 for the Mississippi Physician Health Program and up to $130,000 to the Mississippi Board of Pharmacy for the Prescription Monitoring Program

Establishes performance targets including 100% online license renewals, 100% of renewals issued within 7 business days, and a 4% recidivism rate for disciplinary actions

Permits the board to recover direct investigation and proceeding costs from licensees found in violation of statute after notice and hearing
