Restricts salary increases and personnel actions to prevent exceeding projected annual costs unless new programs or positions are added by the Legislature, with State Personnel Board oversight.

Requires the agency to maintain complete accounting and personnel records in the same format as fiscal year 2021 and submit budget requests in comparable detail.

Establishes preference for Mississippi Industries for the Blind in competitive and non-competitive purchasing when bids are equal in price, quality, and service.
