Appropriates $11,792,846.00 from the State General Fund to the Mississippi Department of Insurance for fiscal year 2022 (July 1, 2021 – June 30, 2022).

Appropriates an additional $180,000.00 from special funds available to the Department of Insurance for the same fiscal period.

Authorizes 141 permanent full-time positions for the Department of Insurance with restrictions on salary increases to no more than 3% annually and requirements that personal services costs not exceed fiscal year 2022 levels without legislative approval.

Allocates specific funds including $250,000 for the State Fire Marshal's Office fire safety programs, $20,000 for National Conference of Insurance Legislators dues, $15,079 for the Mississippi Fire Personnel Minimum Standards and Certification Board, and up to $2,000,000 for the Rural Fire Truck Acquisition Assistance Program.

Establishes performance measure targets for the department including issuing 152,000 producer licenses, 430,000 agent certificates of authority, conducting 8,500 fire marshal inspections, and completing 8,000 liquefied compressed gas inspections.
