Authorizes issuance of state general obligation bonds not to exceed $30,000 to fund acquisition and installation of outdoor emergency warning systems and related equipment at Wheeler Attendance Center in Prentiss County, Mississippi.

Creates a special fund designated "2021 Wheeler Attendance Center Outdoor Emergency Warning Systems Fund" within the State Treasury to receive bond proceeds and maintain separate accounting.

Bonds may be issued at any time before July 1, 2025, with maturity dates not exceeding 25 years from the date of issue and interest rates subject to applicable state limits.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state; any insufficient appropriated funds for debt service shall be paid from the State Treasury.

Bond proceeds and income are exempt from state taxation, and bonds may serve as legal investments for trustees, fiduciaries, banks, and other financial institutions in Mississippi.
