Allocates funds to joint legislative committees: $4,051,322 for Joint Legislative Budget Committee, $2,451,611 for Performance Evaluation and Expenditure Review, $441,869 for Reapportionment Committee, and $400,000 for Joint Legislative Code Committee

Provides $430,300 for the state's share of various interstate assessments, including $324,873 for Interstate Cooperation and $38,400 for The Energy Council

Requires Mississippi Industries for the Blind to receive preference when bids are equal in price, quality, and service, and prohibits out-of-state travel reimbursement without prior committee approval
