Appropriates $1,169,164 from the State General Fund and $1,522,502 from special funds for the Mississippi Arts Commission for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Authorizes 10 permanent full-time positions and 2 time-limited full-time positions for the agency

Allocates $490,000 from the Education Enhancement Fund for arts education programs, including $100,000 for training educators and promoting arts in public schools, $350,000 for miscellaneous grants, and $40,000 for the Whole Schools Initiative

Establishes the Arts Commission Challenge Initiative Fund, allowing unexpended funds to carry over to subsequent fiscal years rather than lapsing into the General Fund, with grantees required to provide 2:1 matching funds

Implements Project SEC2 of the Colonel Guy Groff State Variable Compensation Plan beginning January 1, 2022, limiting salary increases to 3% annually (excluding executive directors, agency heads, and elected judges)
