Appropriates $9,514,331.00 from the State General Fund and $2,987,562.00 from special funds to the Mississippi Library Commission for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 48 permanent full-time positions for the commission with restrictions on salary increases and personnel actions unless approved by the State Personnel Board.

Allocates $3,884,675.00 specifically for health insurance costs for full-time library staff members in Mississippi public libraries.

Requires $493,847.00 of special funds to be derived from the Education Enhancement Fund.

Establishes performance targets for the commission including 1,350 help desk tickets resolved, 30 continuing education workshops, 120,000 children in summer library programs, and 45,000,000 MAGNOLIA database searches.
