Appropriates $10,740,138.00 from the State General Fund and $258,296,241.00 from special funds to the Department of Environmental Quality for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 271 permanent full-time positions and 233 time-limited full-time positions for the department.

Restricts salary increases to no more than 3% annually and prohibits promotion of personnel actions that would exceed projected annual costs without new funding or special circumstances approved by the State Personnel Board.

Allocates $250,000 from the Pollution Emergency Fund for Legal Division environmental protection, $100,000 for Household Hazardous Waste Collection Grants, $200,000 for dam and reservoir inspections, and $1,000,000 for water/land/air contamination projects from the EnPro settlement.

Establishes performance targets for pollution control, water quality, waste management, recycling access, permit processing, and other environmental metrics for fiscal year 2022 evaluation.
