Appropriates $270,982 from the State General Fund to the Grand Gulf Military Monument Commission for operation and maintenance of the Grand Gulf Military Monument for fiscal year 2022 (July 1, 2021 - June 30, 2022)

Appropriates $160,165 from special funds in the State Treasury to the commission for the same purpose and fiscal year

Authorizes 7 permanent full-time positions and 1 permanent part-time position for the commission

Allocates $50,000 from the Capital Expense Fund for commission expenses

Implements Project SEC2 of the Colonel Guy Groff State Variable Compensation Plan beginning January 1, 2022, limiting salary increases to no more than 3% annually (excluding executive directors, agency heads, and elected judges)
