Appropriates $4,355,157 from the State General Fund and $493,431 from special funds for the Mississippi Public Service Commission for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Authorizes 61 permanent full-time positions, 6 permanent part-time positions, and 5 time-limited full-time positions for the commission

Appropriates $66,372 from the General Fund and $287,121 from special funds to administer the Mississippi Telephone Solicitation Act (No-Call program), with the special funds designated for developing a new No-Call database system

Establishes performance targets including handling 240 utility docket cases, 4,560 utility complaints with 3-day resolution time, 630 pipeline inspections, and 15,425 No-Call complaints

Implements Project SEC2 of the Colonel Guy Groff State Variable Compensation Plan beginning January 1, 2022, with salary increases capped at 3% annually not exceeding market rates established by the State Personnel Board
