Directs the Mississippi Department of Human Services to establish a $1,000,000 annual grant program for three Feeding America network food banks (Feeding the Gulf Coast, Mid-South Food Bank, and Mississippi Food Network) to purchase, transport, store, and distribute food

Allocates grant funds to regional food banks based on a formula using population, food insecurity rates, and county service areas, with each bank's share determined by dividing food insecure persons in its service area by the state total

Limits administrative costs to 1% for the department and 7% for each food bank, with preference given to Mississippi-based food sources when available at reasonable cost

Requires food purchases be made at wholesale or competitive bid prices and prohibits using program funds to replace existing USDA federal commodities program funding

Prohibits charging eligible individuals for food or encouraging them to contribute money to receive food under the program
