Appropriates $836,685,748 from the State General Fund, $366,702,314 from the Medical Care Fund, $5,301,794,134 from special funds, and $63,230,003 from the Health Care Expendable Fund to the Division of Medicaid for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Authorizes 979 permanent full-time positions and 23 time-limited full-time positions, with restrictions on salary increases and personnel actions that would exceed appropriated funding levels

Allocates $9,000,000 for the Children's Health Insurance Program (CHIP) at up to 209% of the poverty level, with a target enrollment of 48,000 children

Provides $2,750,000 for dialysis transportation services for end-stage renal disease patients who are 65 or older or disabled with income not exceeding 135% of the poverty level

Allocates $1,000,000 to the Delta Health Alliance for the Mississippi Delta Medicaid Population Health Demonstration Project, with funds to be transferred by July 31, 2021
