Appropriates $33,274,222.00 from the State General Fund and $518,585,463.00 from special funds to the State Department of Health for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Allocates $28,000,000.00 to the Trauma Care System, including $7,023,197.00 from court assessments and authorizing transfers to the Division of Medicaid for enhanced reimbursement programs.

Allocates $20,000,000.00 from the Tobacco Control Program Fund for cancer institutes, public school nurse programs, alcohol and tobacco enforcement, and qualified health center grants.

Authorizes 1,010 permanent full-time positions, 4 permanent part-time positions, 1,391 time-limited full-time positions, and 4 time-limited part-time positions for the department.

Establishes performance targets for maternal and child health, disease prevention, water safety, trauma care response times, and tobacco control among school and adult populations.
