Appropriates $44,129.00 from the State Board of Registered Foresters Fund to cover expenses for the fiscal year July 1, 2021 through June 30, 2022.

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and level of detail as Fiscal Year 2021.

Directs the agency's Fiscal Year 2023 budget request to the Joint Legislative Budget Committee to use comparable format and detail to the Fiscal Year 2022 budget request process.

Establishes preference for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bids.

Requires expenditure of funds in compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation.
