Appropriates $5,709,112.00 in special funds to the Pat Harrison Waterway District for fiscal year 2022 (July 1, 2021 – June 30, 2022).

Authorizes 48 permanent full-time and 20 permanent part-time positions for the district.

Requires the State Personnel Board to ensure personal services costs in fiscal year 2023 do not exceed fiscal year 2022 appropriated amounts unless new programs or positions are added by the Legislature.

Mandates the district maintain accounting and personnel records in the same format and detail as fiscal year 2021, and submit budget requests in comparable detail to the Joint Legislative Budget Committee.

Requires deposits of surplus funds in interest-bearing accounts at rates not less than one percent below the U.S. Treasury bill discount rate, and ensures compliance with state spending limits and procurement preferences for Mississippi Industries for the Blind.
