Appropriates $55,704,360.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 39 permanent full-time positions for the port authority.

Allocates $135,000.00 for overtime, callback, or standby pay salary increases.

Directs the port authority to maintain accounting and personnel records in the same format and detail as Fiscal Year 2021 and requires comparable budget request formatting for Fiscal Year 2023.

Requires expenditures be limited to activities directly related to state port operations and establishes preference for Mississippi Industries for the Blind in competitive bidding.
