Authorizes $8,833,401 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Funds cover bond maturities, accrued interest, maintenance expenses, project development costs, and other authorized district expenses

Authorizes 17 permanent full-time positions for the district

Implements Project SEC2 of the Colonel Guy Groff State Variable Compensation Plan from January 1, 2022 through June 30, 2022, with salary increases capped at 3% annually

Requires all excess district funds to be deposited in banks earning interest at rates equal to or greater than state treasury deposits
