Appropriates $1,159,195,578 from special funds for the Mississippi Department of Transportation for fiscal year 2022, supporting 3,384 full-time and 9 part-time positions across four offices: Administrative Services, Highways, Aeronautics and Rails, and Enforcement

Allocates funds across program budgets: Construction ($754.5 million), Maintenance ($211.2 million), Debt Service ($78.8 million), Administration ($60.6 million), Aeronautics/Rails ($37.1 million), and Law Enforcement ($17 million)

Requires minimum expenditure of $80 million for contracted maintenance overlay and pavement rehabilitation, plus $300,000 for a Statewide Litter Prevention Program and $650,000 transfer to Department of Agriculture for Beaver Control

Directs Highway Infrastructure Program funds from federal COVID-19 relief to specific projects including Highway 463/Stribling Road interchange in Madison County ($500,000), four-laning Highway 12 between Durant and Kosciusko ($4.5 million), and Roy Cumbest Bridge replacement ($4.7 million)

Authorizes numerous highway improvements statewide totaling over $14 million across 40 specific road projects, and transfers Commercial Transportation Enforcement Division personnel and equipment to the Department of Public Safety contingent on passage of Senate Bill 2825
