Authorizes the Caledonia Natural Gas District commissioners to enter into agreements with the Mississippi Development Bank for purchasing and reselling natural gas to nonresidential customers in noncertificated and nonfranchised areas statewide

Allows agreements with the Mississippi Development Bank for terms up to 31 years

Exempts these agreements from Mississippi Public Service Commission jurisdiction, but requires 60-day prior written notice to the Commission before entering any such agreement

Maintains the Caledonia Natural Gas District's existing structure as a political subdivision governed by a five-member board of commissioners elected by district users

Preserves the district's authority to issue revenue bonds up to $10 million and exercise eminent domain for natural gas system construction and acquisition
