Authorizes issuance of up to $15,000,000 in state general obligation bonds for the Mississippi Ports Improvements Fund, with proceeds deposited into the fund created under Section 57-1-731 and bonds to be issued by July 1, 2025.

Authorizes issuance of up to $1,200,000 in state general obligation bonds to assist Rankin County in paying costs for construction, right-of-way acquisition, utilities relocation, and other expenses related to completing the Andrew Chapel Road Improvement Project, with bonds to be issued by July 1, 2025.

Establishes a special fund designated "2021 Rankin County - Andrew Chapel Road Improvement Project Fund" within the State Treasury to receive bond proceeds, with unexpended amounts remaining after project completion to be applied to debt service on the bonds.

Brings forward sections 77-17-3 through 77-17-15 of the Mississippi Broadband Enabling Act regarding electric cooperatives' authority to establish broadband services, charge fair fees, maintain service reliability, and conduct compliance audits.

Takes effect July 1, 2021.
